Pantau Gambut frames the planned establishment of the National Peatland and Mangrove Management Agency (BPGMN) within the framework of peatland governance reform. The added value of this agency will not be determined by the creation of a new structure, but by its capacity to close jurisdictional gaps, clarify inter-agency coordination, and ensure the protection and restoration of peatland ecological functions.
The draft Presidential Regulation and supporting documents for the establishment of BPGMN have not been opened for public review. Consequently, its mandate, authority, working relationships, and accountability mechanisms, particularly regarding peatland management, cannot yet be comprehensively assessed. Under these conditions, Pantau Gambut is not in a position to endorse the establishment of BPGMN.
Pantau Gambut's participation in this workshop is an independent contribution in accordance with its mandate and expertise in peatlands, and does not constitute approval of the establishment or the institutional design currently under discussion. Pantau Gambut's assessment of the BPGMN draft will be based on the eight peatland protection demands previously conveyed.
